Clean Energy Home Owner Loan Program

Helping Maryland Go Clean and Green: Home Improvement Loans for Clean Energy Projects

The Maryland Clean Energy Center is preparing to launch a loan program that provides financing for homeowners to make energy efficiency improvements and install clean energy systems. The Maryland Clean Energy Loan Program provides funding required to pay for these improvements. Repayment is financed through a charge on homeowners’ property tax bills.

Homeowners can borrow up to $12,500 for energy efficiency improvements and up to $30,000 for renewable energy projects such as solar installations, geothermal heat pumps, or other residential scale renewable systems.

In addition to the loan, homeowners will also be eligible for all federal and state tax credits available for energy efficient and clean energy projects.

Each city and county has the option to participate in this program. In order to apply, your jurisdiction must offer it to residents.

We anticipate launching the program in early 2010 with the City of Annapolis, and will announce the launch through our newsletter and through local media.

  • Property tax surcharges remain attached to the property after a sale or transfer or ownership, but is limited to the amount needed to recover costs associated with financing and administering the loan.
  • Local governments determine who is eligible, what improvements may be financed under these terms, and what interest rate, loan terms and conditions must apply to borrowers.
  • Commercial renewable energy projects larger than 100 kilowatts are not eligible.
