POSITION SUMMARY
The Maryland Clean Energy Center (MCEC) was created as a not-for–profit corporate instrumentality of state in 2008 through an act of the Maryland General Assembly. The nine member MCEC Board of Directors was appointed by Governor Martin O’Malley to begin serving in October of that year. The mission of the Maryland Clean Energy Center is to transform the energy economy in the State of Maryland by increasing clean energy jobs, technical innovations, entrepreneurial businesses, and consumer adoption of products and services.
As part of MCEC’s efforts to increase the demand for clean energy, renewable energy and energy efficiency products, services & technologies from Maryland consumers the center is working to establish Property Assessed Clean Energy (PACE) Loan programs throughout the state. Working with federal grant funding and in partnership with the Maryland Energy Administration, MCEC assists local jurisdictions and municipalities establish and operate programs accessed by their constituents to perform energy audits and make energy efficiency improvements to residential and in the future commercial structures.
This position reports to the Executive Director of the Maryland Clean Energy Center and will be responsible for all program administration, including funding development, marketing and customer relations, loan origination, loan processing, payments and billing, credential verification, data collection and reporting. This full time position is currently grant funded.
This position will interface directly with elected and appointed government officials on the Federal, state, and local level to promote and encourage program adoption. This individual will work to acquire the financing necessary to effectively administer programs and provide a broad pool of funding for loans as needed.
This position will oversee overall program marketing and promotion including web services, and may do so for local jurisdictions as required. The individual in this position is expected to keep track of metrics and statistics that demonstrate the importance of the activity being performed.

SUPERVISIORY REQUIREMENTS
This position may supervise independent contractors and clerical employees.
EDUCATION AND EXPERIENCE
Bachelor’s degree in public administration, finance or related field, plus professional background in law & public administration or banking & finance, including work with and/or management of government programs, public finance and private investment strategies. Experience or education which included energy and related issue areas a plus. Candidates with previous experience managing PACE model programs will be given the highest consideration.
KNOWLEDGE, SKILLS AND ABILITIES
- Familiarity with energy audit and efficiency practices as well as PACE model programs
- Knowledge of commercial and consumer loan documentation and servicing requirements
- Good understanding of consumer and business lending activities including products and services
- Strong organizational skills and the ability to work independently with limited supervision
- Excellent communication, customer service, interpersonal and management skills
- Ability to coordinate and monitor workflow in an effective manner
- Computer skills with emphasis on Microsoft Office products, especially Excel.
- Ability to write well, meet deadlines, and work well with internal staff and external parties
LICENSES AND CERTIFICATIONS
Driver’s license with less than 6 points under Maryland law may be required.
PHYSICAL DEMANDS
Visual requirements for computer activities are essential.
While performing the duties of this job, the employee is routinely required to talk, hear, sit, walk, bend, and stoop, reach with hands and arms, use hands and fingers.

The noise level in the work environment is usually quiet to moderate.

Communications Director
JOB DESCRIPTION
Job Title: Maryland Clean Energy Center Communications Director
FLSA Status/Grade: Exempt/12
Group: Administration
POSITION SUMMARY
Responsible for managing the activities of the communications group; developing, implementing, and managing internal and external communications, plans and strategies.
ESSENTIAL FUNCTIONS
- Develops and implements marketing and communications strategies that meet the Maryland Clean Energy Center’s mission and objectives.
- Provides communications support for MCEC operating programs through media relations, events and publicity, informational brochures and project-specific public relations.
- Strategically develops and manages the content of the MCEC Internet and intranet websites.
- Produces the MCEC annual report.
- Directs and supervises the activities of communications staff and contractors.
- Develops and implements outreach and education programs as appropriate.
- Supports MCEC fundraising and development activities.
OTHER RESPONSIBILITIES
Performs other work related duties as assigned by the Executive Director.
SUPERVISORY REQUIREMENTS
Manages and supervises staff, consultants, contractors and a budget to achieve the goals and objectives of MCEC. Responsibilities include interviewing, hiring and training; planning, assigning and directing work; appraising performance; rewarding and disciplining employees and addressing complaints and resolving problems; managing development of contract solicitations, negotiations and deliverables for contractors and consultants.
EDUCATION, EXPERIENCE
Bachelor’s degree from an accredited educational institution in Marketing, Communications or Journalism plus 6 years of communications and public relations experience at progressively increased levels in administrative, government or professional work.
Note: Applicants may substitute additional experience ad defined above for the required education at the rate of one year of experience to one year of education, for up to four years of the required education.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong writing and design skills in a variety of formats including speeches,
- publications, websites, and displays.
- Demonstrated project management skills.
- Ability to foster a cooperative environment and to work in a collegial fashion with peers in other organizational units.
- Working knowledge of PC based Office applications.
- Familiarity with Constant Contact, Adobe Photoshop, Dreamweaver and Flash software preferred.
- Knowledge of the energy industry, renewable energy fuels and generation as well as energy efficiency initiatives a plus.
- Must be able to pass a standard physical exam for this job.

Motor Vehicle Driver’s License for Passenger Vehicles
PHYSICAL DEMANDS
Employee performing this job works in an office environment. Regularly is required to speak, read, use personal computer, attend meetings, and interact with the public. Rarely is required to climb steep slopes, ladders, walk long distances, board boats, and be in an industrial setting.

While performing duties of this job the employee regularly works in an office environment. Rarely is exposed to high noise, heat, moving mechanical parts, toxic waste and odors.
